Welcome to the latest issue of our magazine, which comes out just a couple of months before what could be a challenging budget.

Economists have warned that tax rises or spending cuts, or both, must be made if the chancellor is to meet her borrowing rules. This raises important questions about the policies being considered and who might face the greatest financial impact. From workers’ wages to pension contributions, many groups could be affected by these changes. Our article on page 07 looks at some of the chancellor’s options.

There have also been plenty of reports suggesting that officials are exploring further potential changes to Inheritance Tax (IHT) rules. The 2024 Autumn budget saw the government pull defined contribution pensions into the IHT net and introduce caps on business and agricultural relief.
